Dear Mr. Lipsman:
Thank you for your letter of November 29, 1999, addressed to
Secretary of Labor Alexis Herman, in which you support the
Occupational Safety and Health Administration's (OSHA) proposed
Ergonomics Program Standard.
On November 23, 1999, OSHA published the proposed Ergonomics
Program Standard in the Federal Register. We are proceeding as
quickly as possible to develop a final standard and we encourage
you and your members to be involved in all aspects of the
rulemaking process. This process begins with a written pre-hearing
comment period that ends on February 1, 2000.
The pre-hearing comment period is followed by informal public
hearings. OSHA has scheduled eight weeks of informal public
hearings on the proposed standard in three locations across the
country, in which any member of the public may participate. The
first of these hearings begins on February 22, 2000, in
Washington, DC and is scheduled to run for four weeks.
It will be followed by a hearing March 21-31 2000, in Portland7
Oregon, and April 11-21, 2000, in Chicago Illinois. Parties who
file a Notice of Intention to Appear at the pubic hearings may
present testimony and question OSHA witnesses and other
participants. In addition, anyone who files a Notice of Intention
to Appear will have an opportunity to submit additional evidence,
comments, and briefs on the proposed standard during the
post-hearing comment period. (The time for filing such comments
will be established at the close of the hearings.) OSHA will
consider all information gathered during the rulemaking process
when drafting the final rule.

information on how and when to file written comments and Notices
of intention to Appear can be found on OSHA's webpage at
www.osha.gov, or may be obtained by calling (202) 693-2116.
Included in this information are procedures for filing electronic
comments and notices through the Internet.

participate in these hearings and wish to contribute to the
rule-making process. To properly do this we need your input.
Please contact us if you have carpal tunnel problems or any
repetitive motion injury related to dealing, or know of someone
who does.
Include a description of the problem, whether it caused lost time
at work and details of how management addressed the issue. That
is, did they deny that the injury was job-related? Did you lose
time from work? Did management oppose a workman's comp claim? Did
they assist in an alternate job assignment to help alleviate the
problem?
